Sir Please refer your letters mentioned above on the above quoted subject. In this regard it was decided in the meeting held on 23.3.2000 to send to the Maharashtra Dyslexia Association Mumbai a copy of the circular issued by the Council, for the handicapped students. Accordingly, a copy of the circular issued by the Council on 30.07.1996 relaxing the conditions of passing in favour of dumb, deaf, blind and paralytic students upto the Higher Primary level and regarding other concessions are being enclosed herewith. In this circular, instructions are contained as follows: "At the time of unit test and terminal examinations, in case of handicapped students, along with written examination, oral examination also should be conducted. These should be recorded and average worked out and these averages should be taken into assessment while determining the issue of promotion to next higher class; the handicapped students deficient in the skill of writing should be given writer during examinations, the handicapped students should be allowed half an hour duration over and above the duration prescribed for the examinations". The first language is compulsory for the handicapped students, and they are allowed freedom to select one language of the remaining two languages. Wherever essential these students should be provided with independent question papers of factual nature. Such provisions have been made in the circular in favour of dumb, deaf, blind and paralytic students. Report submitted to the Government for information. Sd/-
