REHABILITATION COUNCIL OF INDIA (A STATUTORY BODY UNDER MINISTRY OF SOCIAL JUSTICE & EMPOWERMENT) SCHEME FOR THE CONDUCT OF BRIDGE COURSES 1. Introduction 1.1 Rehabilitation Council of India (RCI) is statutory body charged with the task of regulating and monitoring the training programmes for professionals and personnel giving services to people with disabilities. The Act for setting up of the Council was made effective from June, 1993, since then every new professional/personnel was required to obtain a qualification recognized by RCI and to register himself/herself with the Council. 1.2 The object of the bridge courses is to give one time opportunity to all those serving people with disabilities to become eligible to register themselves with the Council by taking up just one month duration bridge course. This is a unique opportunity being offered to those who have served people with disabilities with dedication for a long time but have not had an opportunity of acquiring a formal qualification to register with the Council. This is the opportunity to do so. 2. Scope 2.1 The following major areas will be covered:- 1. Visual Disabilities including low vision, deaf-blindness, etc. 2. Hearing Impairment and Associated Disorders. 3. Locomotor Disabilities & Associated Disabilities like Mental Retardation & Speech Disorders. 4. Mental retardation including cerebral palsy, learning disability, autism & attention disorder etc. 5. Community Based Rehabilitation for all categories of persons with disability, Preference will be given to Bridge Courses for Community Based Rehabilitation Workers. 2.2 The bridge courses will be conducted throughout the country in good institution in each area of disability. 100% assistance will be provided on reimbursement basis to institutions agreeing to conduct bridge courses. 3. Procedure For Making Application 3.1 An application may be made directly to the Rehabilitation Council of India, immediately superscribing "Bridge Course" on the right side top. 3.2 Sanction of the Rehabilitation Council of India will be communicated to selected centres whose applications are complete in all respects within 4 weeks of the receipt of application. The decision of the Council shall be final to select centres as per scheme. 4. Expected Characteristics Of The Centres 4.1 The Bridge Course will be conducted in a centre having atleast 5 class room and 5 qualified faculty members. The Centres should have a qualified person to function as the Course Coordinator. It should also have the capacity to enlist the services of qualified guest lecturers. 5. Norms 5.1 Each course shall have a strength of minimum 15 trainees & maximum 25 trainees. 5.2 Any teacher of students with disability, Instructor/Counsellor/Placement Officer, CBR worker or any other categories of personnel dealing with person with disability, as decided by the Council from time to time, and serving without any recognized qualification prior to June, 1993 shall be eligible for joining the appropriate Bridge Course. 5.3 On successful completion of the Bridge Course, the Teacher/Instructor Participants/ Counsellor/Placement Officer/CBR Worker/other categories will be awarded a certificate by the Rehabilitation Council of India. 5.4 On the basis of this certificate, the participant shall be entitled to register himself/ herself with the Council as Rehabilitation Personnel after filling out the prescribed application format paying the prescribed fee of Rs.250/-(The Course Coordinator should send all the Registration Forms duly filled alongwith the registration of Rs.250/- to the Council) 6. Expenditure 6.1 The scale of expenditure will be considered as mentioned below:- i) A sum of Rs.5000/- will be admissible to the Course Coordinator of each course.
ii) Faculty or guest lecturers will be paid a sum of Rs.300/- per lecture subject to a a ceiling of 145 lectures. iii) A lumpsum amount of Rs.1000/- will be paid to outstation participants for travel & other incidental expenses like food, postage and local transportation etc. iv) A lumpsum amount of Rs.300/- will be paid to local participant for travel and other incidental expenses.
v) A stipend of Rs.1000/- per trainee will be paid to cover expenses on boarding/lodging vi) A sum of Rs.5000/- will be admissible to the Centre for documentation/typing etc. vii) A sum Rs.5000/- will be admissible to the Centre for Consumables, if necessary, subject to furnishing relevant vouchers. viii)A sum of Rs.500/- per trainee will be admissible to the Centre for preparing training /learning material for the trines 6.2 90% of the grant on the above basis will be released & balance on the production of the necessary vouchers, duly certified, by Chartered Accountant or Government Auditor. 7.
